Job Summary
MMCAP is a governmental cooperative purchasing organization for government facilities in all fifty (50) states. MMCAP is operated by the State of Minnesota's Department of Administration - Office of State Procurement (https://infuse-mn.gov/).
As a Pharmacist Manager, you will lead MMCAP’s pharmacy contracting strategy by directing the Pharmacy Contracts Unit within the Office of State Procurement. The role establishes goals and objectives for the unit, oversees personnel, and provides expert guidance on drug purchasing, pricing, and manufacturer and distributor negotiations. Additionally, this position delivers clinical and pharmaceutical expertise to support MMCAP’s national program, including analysis of therapeutic classes and formulary opportunities, to help secure the best value for members.
This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Education and Licensure Requirement
- Doctor of Pharmacy degree and current license to practice Pharmacy in the State of Minnesota
Applicants will be further assessed on the following requirements:
- Four (4) years of leadership experience managing, developing, and supporting multidisciplinary staff (such as pharmacy, legal, and technology professionals) with the ability to motivate teams, direct work, and foster continuous improvement.
- Knowledge of pharmaceutical procurement principles and practices, including operations, management, therapeutic equivalents, and bioequivalent drugs.
- Demonstrated understanding of clinical and therapeutic considerations necessary to support group purchasing operations.
- Knowledge of statutory, policy, and legal requirements related to public-sector contracting, including the ability to oversee or conduct “make or buy” analyses, develop and evaluate Requests for Proposal (RFPs), and administer contracts.
- Familiarity with the National Drug Code (NDC) system, pharmaceutical wholesale pricing strategies, and pharmacy contracting pricing terminology.
- Strong interpersonal, relationship-building, and communication skills to work effectively with internal and external stakeholders, vendor partners, and member organizations.
Preferred Qualifications
- Experience in a Group Purchasing Organization (GPO).
- Understanding of public health policy analysis and research.
- Demonstrated ability to exercise sound judgment and make critical decisions with broad program impact.
- Strong organizational and time-management skills with the ability to balance multiple priorities.
- Skill in listening, fact-finding, and issue identification, with sensitivity to diverse perspectives.
